Delivered by the Governor General at the start of each parliamentary term, this speech sets out what the government plans to do.Its language offers important clues for policy people.Here's our take on the big directions the Speech from the Throne is signalling.Meaningful change for kiwis. That means public services demonstrating what they do by measuring their results.Careful use of public money. The government wants to see more rigorous cost/benefit analysis by the public sector. That means not just measuring results, but showing they deliver value for money.Cooperation. Government agencies don't have to be the primary providers of services - communities, iwi and the private sector could have a greater role to play.Infrastructure. Better funding, procurement and maintenance should deliver better results, and drive more value from public spend. International links. New Zealand is looking outwards, and is 'open for business'.
